Local School Advisory Team (LSAT)
The Local School Advisory Team (LSAT) is a group of parents, teachers, staff, and community members who work with Miner’s principal to guide decisions that shape our school.
Every DCPS school has an LSAT to make sure families and staff have a voice in setting priorities and supporting student success.

What We Do
Advise the Principal – Work with teachers and staff to set school goals and priorities.
Develop the CSP – Partner on Miner’s Comprehensive School Plan and supporting budget.
Monitor Progress – Assess how the CSP is being implemented.
Review Data – Stay informed about school needs, trends, and results.
Support Improvement – Use assessments to propose strategies for student achievement.
Align with DCPS – Ensure Miner’s goals reflect district-wide objectives

We still need to fill the Community Rep position, a new Community Grant Partnership Coordinator has been hired, we will reach out to them to see if they want to join LSAT meetings.
Mr. John Guzman was introduced as the new Miner Director of Strategies and Logistics (all things Operations).
Reminder that Trunk or Treat this Friday in Miner ECE Parking Lot. 5pm for arrival of cars, candy is 6-7pm.
2025-2026 COMPREHENSIVE SCHOOL PLAN (CSP) PRESENTATION
Dr. B provided a presentation on the new CSP for this school year. It has three main components:
Succeeding Academically:
Literacy
Data sources for measuring growth are DIBELS (K-2), iReady ELA (K-5), CAPE (3-5), and KDG Readiness Screener (PK4)
K-2 grades are the target grades for learning to read. In DIBELS last year 62% were at or above the benchmark, this year’s goal is 85%, 2024 end of year was 40%. In iReady last year 48% were at or above benchmark, the goal is 70% for this year.
3-5 grades are reading to gain information (reading comprehension). But some are still catching up, so growth goals are to achieve 1.5 years of growth to overcome that gap. In iReady last year 21% were at or above benchmark, the goal is 65% for this year.
CAPE for 3-5 grades is comprehension reading questions with written answers (iReady is just reading), these tests are taken in May each year. CAPE scores for 3-5 grade actually went backwards last year. Due to Miner’s school size, a few kids can account for several percent. Improving CAPE scores will be a heavier lift, our goal is improvement from 16% to 35% for this year to reach near or at proficient. It will take several years for big improvements.
Math
Data sources for measuring growth are iReady Math (K-5), CAPE (3-5), and KDG Readiness Screener (PK4)
iReady K-5 last year end of year was 43% at or above benchmark level, at end of year 2024 it was 22%. For this year, the goal is at least 65% schoolwide, and to move at least 50% of those students that start the year 1 grade below benchmark up into the at or above level.
CAPE 3-5 grade the goal is to improve from 13% at end of year last year to 30% this year for near or at proficient. And the goal is to move 30% of students from the least proficient score up to partially proficient.
Connected to School Goals: These goals are in response to attendance data and the student Panorama Survey of 3-5 graders.
Decrease Chronic Absenteeism by 2% from end of last year which was 49% through parent engagement and attendance awareness across the school.
Improve Student Sense of Belonging by 9% from end of last year’s 51% by strengthening student relationship structures throughout the school day.
Improve Student Sense of Safety by 9% from end of last year’s 15% by strengthening expectations, norms, and routines.
The 15% score is low. Potential causes are shootings in the neighborhood that have required the school to go on alert status, peer interactions - both language and physical, last year some of this was caused by staff turnover, and some students do not see any space as safe due to trauma from outside of school.
To track and improve these numbers, Miner will continue monthly check ins with students on sense of belonging and safety. September responses to those check ins were really strong. A full Panorama Survey is coming up next week, we will see what those results are.
Prepared for What’s Next. Ensuring that students are prepared for middle school.
Reading interventions. Had one Specialist that had to leave due to health issues, need to fill behind. But continuing to work with students towards improvements.
Data review every week, making plans and taking actions based on that data.
Dr B will send LSAT a signature sheet to confirm we have discussed the CSP.

Miner is working on audit error correction and finalizing enrollment numbers.

407 Students Enrolled, slightly under projected.
Cleaning up list of students that went to other schools or otherwise didn’t arrive.
Enrollment team will focus on final numbers starting in November for next year’s planning.
Staffing: fully hired except for a few educational aide positions.
This year, we have two counselors, two social workers, and one psychologist - better than last year.
Educational aides hiring - some waiting on background clearances, still reviewing some resumes. There are currently substitutes in the classrooms that don't have a permanent educational aide.
Didn’t have Operations person (MSL) last year, have resumes and will start interview and hiring process soon.
Comprehensive School Plan drafted, due 9/26 or 9/29. Dr. B’s team is meeting tomorrow to work towards finalizing it by inputting beginning of year testing to set goals for end of year. Will notify LSAT group when it is ready for review, likely in 2 weeks. Dr. B will walk through it on October LSAT meeting.
Title I funding used for hiring Reading Specialist and Intervention Coach.
Title I funding requires a Parent Compact. Covers how teachers/school engage with parents, including: parent-teacher conference dates, weekly newsletters, frequent progress reports, reasonable access to staff. Every grade level will have a monthly family event. LSAT has two weeks to review, then Dr. B will send it out to all parents.
Community Day Care Center walk through - was previously postponed. Hasn’t yet been rescheduled. UPO has not moved into the building yet.
LSAT Vacancies
Teacher positions: Elections tomorrow, but no one nominated for LSAT. May have a write in, if so they’ll be able to attend October meeting
Parent Rep: PTO will put out formal nomination and then ballot. Goal is to have them selected in time for October meeting.
Community Rep: In the past, was the Community Schools position or someone from Christ City Church. Selection process is informal, if someone is interested LSAT members review and approve. Nick will reach out to Christ City Church. Community Schools position is vacant.

Reminder to follow open meetings requirements, including posting of agendas, taking meeting notes and posting, recording meetings, updates in the Miner newsletter, etc.
Need to recruit Community Member representative(s) for the group. Can reach out to those who have served in past years. Members of Christ City Church or daycare staff may also be interested.
LSAT Chair
Jeff Giertz volunteered to serve as Chair. Nomination was seconded and approved.
As in past years, we will have a Co-Chair that is a Miner teacher. Mr Yoho will address the teachers in the next two weeks, as we need to elect two more teachers to LSAT and there will be an election for the 24-25 WTU Rep. After the teacher election for LSAT and WTU Rep, we will see if any of those teachers are interested in serving as Co-Chair.
LSAT Secretary
Jamie Euken volunteered to serve as Secretary. Nomination was seconded and approved.
Group reviewed the Miner LSAT Annual Schedule Outline. Upcoming action items for the September meeting are to discuss the Comprehensive School Plan, Enrollment, and Staffing.
Dr. B provided LSAT with a Data Presentation from the 2024-2025 School Year
Benchmark Data showed big improvements from 2023-2024 to 2024-2025 end of year in DIBELS, IReady Reading, and IReady Math
Biggest improvements were seen in grades K-2. Grades 3-5 had improvements but not as large.
2025-2026 Comprehensive School Plan
The CSP is currently being drafted, but should be finalized in September.
This year’s CSP will work to address student safety and sense of belonging. CSP will include working to help students feel organized, structured, and supported so students feel comfortable and have a feeling of belonging and safety. 3-5 grade student survey last year showed the number of students feeling safe was lower than previous years. Factors leading to that survey result included:
Last year there was staff turnover in those grades that affected stability.
The school did away with in-school suspension, instead working with students in the classroom after the rules violation to have better behavior in the future. Work is ongoing to find other supports that are needed to make that successful. Will not have in-school suspension moving forward. Is exclusionary and sometimes rewards negative behavior rather than properly addressing and improving. But as a result, there was a perception from other students that there wasn’t accountability for inappropriate behavior. Not the case, working on better communicating consequences for negative behavior without stigmatizing students.
There were special education students that needed better IDPs or didn’t have IDPs.
Not sure if data from end of year surveys is shared with parents or just teachers/staff.
Dr. B can provide more details on the surveys at the next LSAT meeting.
Mr. Yoho will talk to teachers in next 2 weeks about LSAT elections and WTU elections.
We will need to hold an election for the vacant LSAT Parent Rep slot. Needs to go out through PTO, Nick will help facilitate.
